AZ 23 Tactical Analysis. Terrain & Access AZ 23 spans 758,000 acres of fully public land across a dramatic 5,800-foot elevation range—from 2,100 ft in lower drainages to nearly 8,000 ft on the high plateaus. This vertical relief creates distinct habitat bands and gives hunters multiple elevation options within a single unit. Ten percent wilderness adds some rugged, remote country, but the bulk of the unit is accessible via standard forest roads and hiking.
